Here are steps to reproduce it:

  1. Login as userA
  2. Create a user-only lookup
  3. Modify the permissions of the lookup to give everyone read and write permissions and share it with all apps
  4. Login as userB
  5. Try to open the lookup; note that it cannot be loaded

The parameters for loading the lookup are:

  • owner=admin
  • namespace=lookup_editor
  • lookup=admin_user_only.csv
  • type=csv

I think I need to check eai:acl[sharing] to see if it is global.
