NSIA Fails Silently to Send Emails if Not Properly Configured

Description

NSIA will not try to send emails if an SMTP server and From address are not defined. Thus, an improperly configured instance of NSIA will not send the emails and will fail silently.

Instead NSIA should note that it could not send the emails due to a configuration problem.

Need to also add a warning to the email incident response action setup page noting that the email server is not properly configured.

Adding a message in GUI would require making the extensions no longer generic/extensible. A better approach is to provide a description for each extension that can be shown in the interface.
